Much to the relief of Cory Boren of Boren Roofing, it appears the windows, not the roof, are the source of ongoing leaks at the Allen County Courthouse.
After multiple dousings of the courthouse roof, Boren detected nary a drop.
“We were up there half a dozen times,” Boren told commissioners Tuesday morning, including “a straight 40 minutes on the roof with a shower head on a hose.”
From there, Boren doused the flashing.
Again, “after 15 minutes, no leaks.”
From there, Boren’s crew sprayed the walls and windows in the troubled area.
Voila.
“Sure enough, water was cascading down behind the windows and down the wall in the old jail,” he said.
He added that the concrete floor of the old jail is directly above the court clerk’s office. After further inspection, Boren noted that the water was pouring through into the court clerk’s office as well.
“We are pretty confident that the windows are, and have been, the problem,” he said. He added that Ron Holman, county maintenance director, is in the process of getting the windows removed to check out the area. “They then can reinstall or maybe get some new windows,” he said.
The windows were installed “at least 10 years ago,” said Holman.
Holman said the windows were purchased from Iola Glass, which closed shop in 2017.
IN OTHER NEWS, commissioners heard a budget request from Bill Fiscus, CEO of Tri-Valley Developmental Services (TVDS). Fiscus said TVDS is seeking $70,000 — the same amount they have requested since 2019.
The organization provides support to individuals with intellectual and developmental disabilities via day and residential habilitation, as well as through case management. Their service area includes Allen, Bourbon, Chautauqua, Elk, Greenwood, Neosho, Wilson, and Woodson counties.
Of the eight counties served, four provide funding to TVDS. Allen County gives the most support, with Bourbon County following at $55,000. Neosho and Woodson counties give $52,650 and $23,600, respectively.
Allen County serves a combined 41 individuals for day and residential habilitation out of a total 213 individuals agency-wide.
